Steal as many packages as you can. As time progresses, you are required to have a minimum number of packages in your stack or else you will lose.

The people of this neighborhood don't take kindly to package thieves and are actively hunting you down. 

Sprinting, jumping, and getting attacked by the neighbors will loosen your grip on your stack, as indicated by the green bar at the top left. If your grip goes below zero, you will begin to drop your packages. 

You can throw packages at the neighbors to whittle them down until they are knocked out, refreshing some of your grip and getting them off your back. Make sure to pick up your package after you've thrown it!
